I've done color overlays, but has been large blocks of colored text, and logos, not fine detailed photos.
Make sure you have latest version of AFP drivers
I used the IBM Infoprint Color 130 Plus AFP driver, and these settings
grayscale method: photographic dither
graphic options: basic
color options: ful color
compression: jpeg

from a 5.2 meg jpeg - it is a 1.2 meg overlay
& yes we then can convert the afpds spooled file to pdf (we use Gumbo Software spool tools)
