On the issue of running from the console... check out the parameters
ENDSBSOPT and BCHTIMLMT on the ENDSBS command.

They can be used to issue saves and restores in a restricted state
without the need for a console.

I guess as a side question, Is it still a requirement that the system

save run from a Console?
