I am sure others will chime in.  HMC to setup the partitions.  I have a host
with several guest partitions.  The tape drive is shared between partitions,
the dvd is shared between all as well.  Disk drives are owned by the hosting
partition, one of the drawbacks is adding disk space via the image catalog
command so I would try and make sure you know for the most part how much
disk storage you would want on the host and clients.  The guest can IPL and
have nill effect on the host, when the host is down so are the clients.
