I you can't send namefmt 1....and it sounds like you can't...

See if you can have the Xerox do a change directory (cd /something)

If the very first thing done after a logon is a change directory and
the path given is in IFS naming and starts at the root '/' the system
will automatically switch to namefmt 1.

331 Enter password.
Password:
230 C1162332 logged on.
ftp> cd /home/C1162332
250-NAMEFMT set to 1.
250 "/home/C1162332" is current directory.
ftp>
