I don't get a "See the messages previously listed." that you are getting.

No parts of my SBMJOB command do not exist. It runs with the same user profile whether I type the command in or the system runs it unattended.
But when I type the STRTCPSVR *TOMCAT the command works with no errors, but fails during an unattended execution.

I really doubt that is ALL you are seeing in the joblog. For example if I
do this:
SBMJOB CMD(DSPOBJD OBJ(ROB) OBJTYPE(*USRPRF) OUTPUT(*PRINT))
JOBD(RANCH/BULLFARTS)
I, too, get a CPF1338 - Errors occurred on SBMJOB command. However that
message also says "See the messages previously listed.". The message
immediately above it says:
CPF1261 - Job description not found in library RANCH.
Cause . . . . . : The job description BULLFARTS in library RANCH was not
found...

CPF1338 is an Escape message. CPF1261 is a Diagnostic message.

We really need to know the message preceeding CPF1338. There will be one.
