6.1 GO BACKUP getting CPF2207 right after SAVCFG runs successfully

I have a client that we just moved to 6.1 on a E4A.

They use GO BACKUP and the joblog from Friday's backup shows these errors right after the configuration objects were saved successfully.

Message . . . . : Not authorized to use object QUSRSYS in library QSYS type
*LIB.
Cause . . . . . : You are not allowed to do the requested function because
you do not have the correct authority. Recovery . . . : Have the security
officer or the object owner give you the authority needed to do the
requested operation.

Message . . . . : Errors occurred while retrieving system information.
Cause . . . . . : An unexpected error occurred while attempting to retrieve
system information. Recovery . . . : See the previously listed messages
in the job log. Correct the errors and then try the command again.

The backup is running under QSYSOPR.

QSYSOPR is NOT explicitly granted authority to the QUSRSYS library. *PUBLIC has *USE authority.

Has anyone else seen this error? Should I be concerned?
