I was going through the QEZJOBLOG and noticed an entry for QPGMR
with UserData= QFSIOPJOB. The only significant entry in the log was
QSYS/CALL QSYS/QFPAACTV.

Naturally with a name like FSIOP, it grabbed my curiosity so I
Googled (and Midranged) QFPAACTV and came up pretty much empty.

Anyone have any idea what this is?

The name QFSIOPJOB is an autostart job entry [AJE] for QSYSWRK according to:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/topic/rzaef/rzaefjoblogdetails.htm

A review of that AJE on a system shows the *JOBD QFSIOPWK in QSYS would define the action, the CALL, and the logging level and spool file action which can be used to prevent the QPJOBLOG from being produced if the listing is not desired.
