It is a problem if re-optimising causes an application performance
problem.

The IBM 'Implementing SSA's eBPCS on the AS/400 system' redbook states:

QPFRADJ: When using BPCS, this value should be set to 0 - Performance
adjust off. Dynamic performance adjustment does not work well with the
way that BPCS jobs run on the system.

and this is a problem, why? There's a difference between any rebuild

"excessive rebuilds". The automatic performance adjustment does not
adjust all that frequently. In fact, some tools peddle their wares
arguing that their products are more responsive. Meaning, by the time
the
automatic performance adjustment supplied by the OS kicks in, the peak
may
actually be past.
