I don't know of a way to do that, there might be a exit point somewhere, but your RPG programs can be aware of a *CNTRLD shutdown request, be it for the job, it's subsystem, or the entire system. The RPG program can use the SHTDN opcode or %shtdn BIF in the main program loop to determine if a shutdown has been requested. Very useful in never ending programs.
