You'll need to create an output queue not assigned to any printer.

A couple of places you need to poke at:

--the output queue assigned to the user profile
--the output queue assigned to the job description assigned to the user
profile
--the output queue assigned to the job description the job runs under
--any OVRPRTF commands that happen in the job as it runs

You could also use the OVRPRTF command and specify HOLD(*YES), and/or
specify your private output queue.

You can also use the CHGJOB command and change the output queue for that
job.
