Me, I'd go to 7.1. I have 7.1 running on 10 lpars scattered across 3
boxes.
However, you might ask your vendors if they support 7.1. If they don't
then ask them why the hell are you paying maintenance and they can't even
get their software running on something that's been GA for almost a year
now? Especially since IBM will partner with vendors and let them have
early stuff prior to that.

Read the 7.1 Memo to Users to see if there's any catch that's unique to
your shop.
After the big hurdle of getting to 6.1, 7.1 should be a minor jump. And
if you are at a shop that took this long to get from V5R4 do you really
want to start out already behind again?
