Are you stopping and restarting the server via green screen or ISERIES
Access, I would look at your joblogs, netserver should be throwing a message
in QSYSOPR as well.

This is the net server job and it is causing problems starting the server.

If I try to change the job I get an error saying the job is on the
output queue. I can look at the job log but all it shows is two dots.
