1. is there a minimum level of HMC version and FSP version I have to be
before I can do Os400 6.1 upgrade.
Firmware should match what you see by chasing down the Memo To Users
available at:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/rzaq9/rzaq9.pdf
Which eventually leads to:
https://www-912.ibm.com/e_dir/eserverprereq.nsf/SW2/Software~i5OS~IBMi6.1%28i5OSV6R1%29?OpenDocument
See also "Verifying firmware requirements for the new release" at:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/rzahc/rzahcverifyingfirmwarerequirements.htm
To see what levels of HMC you need to be at to support that firmware (and
whatever box you are running) you can check:
https://www14.software.ibm.com/webapp/set2/sas/f/power5cm/supportedcode.html
In summary RTM / STW.

2. Since I have dual FSP do I need to shutdown all the lpars as what I
think
is that If needed I can upgrade the HMC anytime as lpars need not come
down
for it but then
since I have dual FSP , is it possible to upgrade one of the FSP and then
upgrade the 2nd FSP without bringing the lpars down.
Yes you can update the HMC anytime. I recommend doing that a week or more
prior to when you plan on updating your machine. In case something goes
wrong you have time to recover.
Sorry, no, you cannot leave the machine up and upgrade one FSP at a time.
I've submitted a DCR on this and I suggest you do so also.
