Yeah it was a typo, I did mean port 23 and telnet.
Network consultant says "there is no port blocking on the VPN". I
assume it's all done on the firewall? He's looking at my issue and I'll
post the resolution.
By the way, I was able to get a console in the past. What's changed is
I'm using a newer laptop, and I'm using a wireless connection at home.
Can't remember if I tested the wireless connection with the new computer
to the HMC but I think I did.
My guess is that someone erased a firewall port opening...

Since you can ping the HMC, you have proper routing setup. You mention
a typical PC5250 on port 21, You actually mean 23 as that is telnet and
21 is FTP. Assuming that was a typo, is your typical PC5250 to the
iSeries and that works but the 2300 to the HMC does not. Remember that
we are talking about two different servers here. The iSeries on Port 23
and the HMC on port 2300.
If you can ping the HMC but not open 2300, then my best guess is port
restriction on the VPN tunnel. If you can ping the iSeries but not the
HMC, then you probably have a routing error with the HMC not
understanding the path to the VPN connection.
