QALWOBJRST is allowing for the pgm to be restored. The PGM are being
restored in a library. Please confirm the CRTAUT parameter of the restored
library ( the library in which the objects are being resoted ). Also please
update the value of system value QCRTAUT
Note - The CRTAUR parameter specified the default authority for objects that
are created in to the library.

Anybody remember off-hand what controls this? QALWOBJRST looks like it
would either allow restoration or just block it outright.
