FWIW:

We generally use a very old, very low-tech solution: record IDs are (depending on the file) anywhere from 9 to 17 decimal digits long, assigned sequentially, with the last assigned value stored.

Given that credit card numbers are 16 digits, with a numbering scheme designed so that not all numbers are valid, and the number space is carved up among credit card issuers, and there are still enough numbers for every person on the planet to be issued dozens of valid card numbers, I should think a 17-digit identifier should be adequate for most purposes.
