create a cl pgm which
clears the 1st 10 characters of the lda (CHGDTAARA DTAARA(*LDA (1 10))
VALUE(' ') )
does a strs36prc to call an ocl which puts the flib to the lda (// LOCAL
OFFSET-1,DATA-'?flib?')
retrieve the lda in the cl pgm ( RTVDTAARA DTAARA(*LDA (1 10))
RTNVAR(&flib) )
returns flib
