That depends a little on which library you are using. Usually you can use the graphical interface (via a browser) to move tapes from slot to slot within the library. I don't know of a way to have BRMS force the tape into the I/O station, usually it will put it back where it retrieved it from.

If the I/O slots are indeed full, then you have to manually go and remove them (hence the name of the slot). BRMS then needs to have either the move policy show the tapes moved to the correct location or you have to manually put them there. Just make sure the mind of BRMS (the BRMS database) and the physical reality match.
