Could be very simple... If those 2 cmds are right after one another, TCP amy
be not be started yet. I tend to use the CHGIPLA and CHGTCPA cmds to set
my defaults as I need them. Then I do not use the STRTCP in QSTRUP as it
will start when the OS decides it needs to. Also, while I can't find it
right now I'm pretty sure STRTCP also causes the Host Servers to get started
automagically too.

I can setup an auto reply for this, but would rather try to figure out why
it is happening and correct it.
I did some research and did not find any information on this.
Once I do a Retry, the startup continues without any other problems.
