Have you looked into the sshd configuration file (see
http://unixhelp.ed.ac.uk/CGI/man-cgi?sshd_config+5 for a reference)? Sadly,
this does not match configuration options shown at http://www.openssh.com.
I'm not sure which version of sshd is implemented on System I at V5R3, but
if it's a limited version, you may be able to upgrade. (Check AIX
archives.)

From the ac.uk site, Loglevel looks to be promising, though SyslogFacility
may influence that setting.

Unfortunately, my present position does not give me the authority necessary
to go play with these values (nor even to find them, really) and upgrades et
cetera. I hope this helps nonetheless.

For instance I execute this command from my iSeries - I want to
get lines about this in Syslog or in another log file:
 ssh -f -l razloe 1.1.1.229 df -
k
 razloe@xxxxxxxxx's password: Permission denied, please try
again.
 razloe@xxxxxxxxx's password: Permission denied, please try
again.
 razloe@xxxxxxxxx's password: Permission denied (publickey,gssapi-with-
mic,password

The ideal thing is to get message in format of SSHD log:
sshd[209292]: Failed password for razloe from 1.1.1.229 port 44858 ssh2

Also if the command is successful, I expect to get a line in
syslog.Perhaps like this:
sshd[209466]: Accepted publickey for raloe from 1.1.1.229 port 49627
ssh2
