Use one of the RTVCMD or RTVCMDSRC commands you'll see in the archives and
remove parameters that you don't want. Have it call your CL. Then your
CL can call QSYS/WRKSPLF.

Option 2. Use a "command exit point" program that if they try to use
WRKSPLF you override it and change the parameters to appropriate ones. For
example RUDY runs WRKSPLF. Your program checks RUDY to see if they have
some special authority or resides in a table that you maintain. If they
do then let them run the full WRKSPLF otherwise change the parameters to
only show them theirs. Repeat for WRKOUTQ, etc.
