Anyone can do a CHGSPLF and move it to an active output queue, release it
and set it to not save when completed.
Anyone can do a DLTSPLF.
Anyone can do a STRPRTWTR and assign it to your dummy output queue.
Anyone can do a CLROUTQ.
Unless you want to start messing with output queue security. But since
your peddling a product in which you have little control over the security
at the target the best you can do is to use a special output queue thus
giving the customer the ability to handle it right.

Forget device, use output queue instead. It's way at the bottom. Device
requires your customers to have such a device. If you use output queue
your software can have one in it's data library.

I've only seen one package that required device and not output queue. And
I really doubt that your software requires Query/400. :-)
