Don't know if you're interested in a product to help with this, but our
iSeries Office Integrator could be easily configured to do this for you.
The product is single CL command driven.
Your other option would be to write a VB or VB.Net application that you
pass parameters to.
Doing it ALL natively will most likely not work, but our hybrid method
works nice.

I would like to give the user the ability to modify and send email
content templates that we have. So, from an rpg program, the user would
hit a command key for example and an outlook window would open prefilled
with from/to/subject,body and any number of attachments. They could then
further customize the body and send the email.

Is it possible for you to share, at a higher level, what you're trying
to accomplish? What will be the contents of the message file? Is this
a MIME message, for example? (There are tools for this.) Or what is
the goal?

You can't have everything. Where would you put it?
I have the need to create a .MSG file that is used by outlook from
some iseries data.
Is there any iseries tools out there to help with this?
