Wow... It's been ages since I worked with v3r2, but some questions leap
to mind.

Does that box have a network adapter (Ethernet)?
Do you have the TCP/IP licensed product? I seem to recall that we had
to pay for it...
Are your users enrolled in OfficeVision? (See WRKDIRE)

TCP/IP was not an integrated feature in the early days, but I can't
recall when that changed. V3R2 was a big release, with lots of new
features, so perhaps this is when TCP/IP became an OS feature.
