Looks like everything relevant to domain is unchanged since V2R3.

From the helptext on CHGSYSVAL for QALWUSRDMN, on our V6 box:

Specify which libraries may contain user domain user (*USRxxx) objects.
You can specify up to 50 individual libraries or all libraries on the
system.
The following are the possible values:
*ALL
All libraries on the system may contain user domain versions of
*USRxxx objects. Specifying *ALL also includes *DIR.
*DIR
Directories may contain user domain objects. If *DIR is specified,
library QTEMP must be listed.
libraries
Indicate specific libraries that may contain user domain versions
of user (*USRxxx) objects. You may list up to 50 libraries;
library QTEMP must be included in this list.

Thus, there appears to be no way to configure QALWUSRDMN to block user-domain object creation in QTEMP.
