As I noted in the OP, I could have easily figured it out if I had the
ability to run the installation program on my PC...

In the meantime, I found [and forwarded to one of the individuals having
this problem] the installation instructions from the IBM i Infocenter for
6.1:

The problem is that the basic installation of Navigator does not load those
features. You have to perform a /custom/ install in order to enable them.
After he followed the custom install instructions, he was able to select the
additional features to be loaded.
