So civilians really can't participate in any way that I'm aware of.
We're an ISV and have participated in the program. Although this year we
used a virtual loaner box that was made available, since we don't have
enough hardware to assign to it.

Yes, i'm also part of the beta program, and it's been up and running
since January here.
