Follow up to this, the issue is that this drive looks the same as my other
drives but this one is an LTO-2 drive where my other drives are LTO1. I had
to download the LTO2 microcode 73V1L2S.RO and then it worked.

link, note that there are "trouble shooting" [not sure why that is
not "troubleshooting"] instructions included there plus ITDT link
where a minimum PTF level is noted in a readme file:
