Does "eventually bombs off" mean to imply the "but nothing happens" noted later?

Although probably the quoted text is directly from the following link, note that there are "trouble shooting" [not sure why that is not "troubleshooting"] instructions included there plus ITDT link where a minimum PTF level is noted in a readme file:
