I know this is going to sound trivial, but are you SURE,
POSITIVE, ABSOLUTELY, 100% that the library lists are the same?

Hi Bryce,
The utility runs a program that simply does a CHGLIBL. I call the same program from the command line before running CRTPGM in order to have the same LIBL. I checked with DSPLIBL and the joblog after the CHGLIBL by the utility. The LIBL when submitting the utility is *CURRENT so I'm assuming the the other non user libraries are the same.
