Poke around on the site, there are exceptions from the DNC list. I worked for a company that offered a sweepstakes and part of entering was allowing the company to call you. That gave them 180+/- days to call, even if you were on the federal DNC list.

the do-not-call list would discourage honest telemarketers from making

Of course, none of that seems to stop ITT Technical Institute from
phone-spamming somebody named Brandy on my do-not-call-registered
cellular phone. And I've filed a complaint against them.
