I assume you are talking about Lan Console vs OPs Console since you mention the 'Remote Control Panel'. On the E4A there is a pre-defined conntions to the device name of QCONSOLE. When you powered on the first time and connected to that device name, information about that PC including an Access Password was shared between the E4A and that Specific PC. NO other PC will be able to attach to that device name until it is RESET on the E4A.

There is a way by using the real physical control panel to reset the E4A to accept another PC as that console. I don't have the docs handy but something like
Set the panel to Manual Mode

Then select functions ( press the blue enter after each function)
25, 26, 65 and then 65 (7) more times.
Call 800-IBM-SERV and report a Console probelm and they will walk you through it
