Nothing needed on the host.

On the client I think you'll need to install the appropriate languages (Trad. Chinese and Simp. Chinese). On W2K this is in Control Panel- >Regional Options on the General tab. See the "Language settings for your system" section. I've no idea where Vista hides this stuff but it must have similar configuration options.

Also, you'll need to install the appropriate code page conversion tables. These can be selected from the same place as above by clicking the "Advanced" button. I usually just load everything.

Once that's all done you should be able to download and view the data.

Doing this makes IE display other languages. I presume other "language- aware" applications also benefit.
