Kirk, I'm a DB2 Web Query user, not a developer.
I fixed some of my installation problems by ensuring I had current PTFs and I notice this resolved 19114 errors for some customers.

For self-help I like to refer to http://www.ibm.com/developerworks/spaces/DB2WebQuery
with links to lots of useful information.

The link "DB2 Web Query Getting Started FAQ" has a FAQ entitled:
"Why am I receiving a 'user not licensed' message (error 19114) when trying to sign into DB2 web Query?" with some ideas for you.

See also links to the "DB2 Web Query Knowledge Base" and the "DB2 Web Query Forum".

Of course, if you have a Software Maintenance Agreement for QU2 that will be the fastest solution.
