Kirk, I'm a DB2 Web Query user, not a developer.
I fixed some of my installation problems by ensuring I had current PTFs
and I notice this resolved 19114 errors for some customers.
For self-help I like to refer to

The link "DB2 Web Query Getting Started FAQ" has a FAQ entitled:
"Why am I receiving a 'user not licensed' message (error 19114) when
trying to sign into DB2 web Query?" with some ideas for you.

Of course, if you have a Software Maintenance Agreement for QU2 that
will be the fastest solution.
