Licensing is sooo confusing. If the web user is logging on with an i
profile then Yes. If they are your customers and use some customer type
logon database, then NO. So customer portals do not require individual
licenses but Employee portals do. But that is just my understanding
kind of simplified. Best bet is to contact IBM licensing and describe
what you are doing and how you plan on using the product.

I gather from sundry reading that ODBC (and other) drivers come with DB2
for Linux, but they can't be used to connect to IBM i databases without
first purchasing a DB2 Connect "license".

What if the Linux server were used as a Web application server gateway
for an unlimited number of users? Would IBM expect a DB2 Connect for
IBM i unlimited use license?
