The text for B900 is: A permanent I/O processor failure occurred
37FF is an indication of which one.
Not sure what source was queried and reported that diagnostic,
but that information seems in conflict with the data in the SRC list
[System Reference Code list] at:

B9xx xxxx Check for a specific B9xx SRC. If you do not see your
SRC, it can mean an i5/OS® IPL failure. See Recovering from IPL or
system failures.
The above text has a hotlink to:

That suggests effectively that the problem needs to be reported.

As well, in an alternate approach...
Searching InfoCenter for 37FF finds:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/rzahb/rzahbsrclist.htm
B900 3100 through B900 37FF
The reference codes in this range are displayed by the start
operating system process. Go to Analyzing and handling problems .
Take the appropriate recovery action.
The above text has a hotlink to:
http://publib.boulder.ibm.com/infocenter/iseries/v6r1m0/topic/rzahb/rzahbpa0.htm
This path leads back to the "Recovering from IPL or system
failures" procedure found from the SRC list.

I think my prior explanation as an IPL failure describing the
condition is consistent with the above links noting that the SRC
indicates an error in the Start Operating System; i.e. the Start
CPF, or SCPF job.
