I've encountered such an issue in the past - as well on a model 170,
running OS V4R5 if i remember correctly. IPLing did not fix the issue,
the customer did not have an IBM software support contract, so i tried
out a few things.
A RCLSTG helped - the customer regained about 30GB of disk space.
