Well, when we tried *EXCLUDE that effectively killed autocreation of
devices. Let's see..., created by QSYS, with public *EXCLUDE.

Test this:
Pick one of your 5250 sessions. Vary it off. Do a WRKOBJ on it and
change public from *change to *use. Vary it back on. Try signing on as a
*USER user with *NONE special authority. Did it tell you
CPF1110 Not authorized to work station.
like it did me? Is that an acceptable outcome?

I think you're just going to have to do it more piecemeal. Study
authorization lists and whatnot.
