chgwtr wtr(PRT01) outq(PRT02) will throw a CPF3456 - Cannot change
writer &1 to output queue &4 in library &5.
Message . . . . : Cannot change writer &1 to output queue &4 in library &5.
Cause . . . . . : Writer &3/&2/&1 was not changed because the output queue
was in use by another writer ....

chgwtr wtr(prt02) outq(PRT01) would succeed in sending spool files in
OUTQ PRT01 to printer PRT02, but then spool files in the PRT02 out
queue would quit going to the printer. Which probably isn't what the
OP wants.
