Did he change the address of the router which is probably the address
that
the *DEFAULT route on the 170 points to. On a command line type
CFGTCP,
take option 2, and make sure your default route is correct. It might
not be
that the VPN users can't get to the 170, it might be that the 170 can't
get
back to the VPN users as the default gateway has changed. The default
gateway is only used when not on the local subnet, which would make
sense
why the local people are working.

A consultant who manages the Cisco routing for a small client on a V5R1
170 changed an IP address and the AS/400 setup was not modified to
reflect the new address. The internal users have no problems connecting
but the VPN users cannot get to the AS/400.



Will TCP/IP route changes take effect immediately or would we need to
end and restart it?
