Check your job logs for more information as to what is happening; you should
be able to locate the job names in the history log.

Also, take a look at the server properties (right click on the netserver
object under tcp/ip servers in navigator). I've seen at least one case where
a development machine had a netserver name that was already in use.

There are some green screen tools for managing netserver that might be of
some help:
