Well, if terrtable is a temporary work table just populate it with 1.
Or, you can try something like
select * from rob.ttable
where ( ((:parm1=1) and (territory=1))
or (territory in (select territory from terrtable)) )
Boolean logic says that if :parm1 is 1 then just where territory = 1
otherwise use the subselect.
