I didn't think of that in my original response. The OP showed me the
light on that also.

Actually we have done a few IPL's with all job queues held. There are
some IPLs performed during upgrades when it's really tricky to do a
CHGIPLA STRRSTD(*YES)
in between.
The job queues in our exception file are

Write down status (see far upper right, should say RLS/SBS).

You will find the start for TCP, etc stuck in there. At least on
currently supported versions of the operating system.
