About the only way I can see to limit this is to use a command exit point
on the CRTDEVDSP command. I renamed CRTDEVDSP to CRTDEVDSPX. Then I
tried to create a new session in iSeries Access and got a system error. I
renamed it back and was able to. So if you follow the directions here

I wrote a program that used this exit point to change SNDDST to something
I preferred.

Don't know if you can just deny the command. You may have to say, we'll,
you requested 'A' - I am going to make it something else. Your program
could also log these occurrences and email them a nasty gram.
You could also mess with the VCP or validity checking program on the
command CRTDEVDSP and ensure that the naming follows standards.
