Well, actually you would load Client Access and the driver onto the
Windows server that was running SQLServer, so in a sense it does load
onto SQLServer.

Which nearly every machine now has - but if it doesn't, there is the SPDMNY command again.

Actually, the OLEDB driver isn't in the part of Client Access that needs
a license. It's the emulation stuff you're paying for. You can freely
load the driver.
