What sytem value could be changed by AUTOMATOR so that !! is no longer recognised?

Most likely cause is a change in CCSID of the job.

You should never use the short form operator if you need it to work in all CCSID environments. Similar with CL concatenation operators-- always use *CAT, *BCAT, *TCAT. Change your SQL to use concat() instead.
