As JDE (Oracle) always tells me when I call them about what /I/ perceive as
a problem:
"That is a feature, not a bug!"

Folders under /QNTC do NOT survive an IPL. See:

"Note:
If you use mkdir() API or the MKDIR CL command to add directories to the
directory structure, they will not remain visible across IPLs. The MKDIR
command or mkdir() API must be reissued after every system IPL. "

One solution:
You'll have to put the mkdir in the system startup program or have a program
to issue the mkdir command to re-create the folder after each IPL.

Have you considered using NFS?
