I guess my mistake was
believing the help text for the MSGTYPE parm of SNDPGMMSG:

Message type (MSGTYPE) - Help

Specifies which message type is assigned to this message when it is
sent by this program.

Notes:
1. Inquiry messages can be sent only to the external queue or to a
named message queue specified for the TOUSR or TOMSGQ parameters.
When sending an inquiry with the TOMSGQ parameter, a second queue
can be specified if the value is *HSTLOG.

True. If you want to send an inquiry message to a program queue you would use *NOTIFY.

2. Completion, diagnostic, escape, notify, and status messages can
be sent only to a call message queue.

This is wrong. Simple logic says you must be able to send *COMP messages to a non-call message queue because message queue objects get job ended normally (CPF1241 *COMP) and abnormally (CPF1240 *COMP) messages. You can send any message type except *STATUS to any message queue.

3. Escape messages cannot be sent to the external message queue.

This is wrong too. You can send an *ESCAPE message to *EXT. It will kill the job.

Isn't a program message queue the same as a call message queue?

Sort of. A program message queue was what it was called before we got procedure support.

Simon Coulter.
