Perhaps is just a conceptual thing but seems to me that SNDMSG is intended for use from the command line (or menu) and SNDPGMMSG is intended for use from within a CL program thus the PGM part refers to where it originates rather than where the message is sent. Compare with QMHSNDM and QMHSNDPM which seem to refer to the target (either explicitly or implicitly) rather than the source.
Actually, you can send *ESCAPE messages to a non-program message queue--although there seems little point since it can't be monitored and won't behave like an *ESCAPE message.
